No it's not! This makes no sense whatsoever, you can't just invent something by making a few drawings. You need to make calculations and proof-of-principle set-ups!
Lack of money, for building a working model, does not invalidate an invention.
have you contacted anyone from JPL, NASA or those guys from SPACEx ? This cannot be overlooked.
