Could it be that merging the COTS demos 2 and 3 will free up some F9 hardware, so that an FH can be built earlier than planned?
It would be nice to use a spare F9 for a commercial payload, but if none of the booked payloads are available early, using it to bring the FH demo forward seems sensible.
